SUMMARY:

 Flooding in urban perimeters is a recurrent reality in several Brazilian cities, especially in large
urban centers. These events are closely related to the increase in population and the expansion
of urban perimeters, which put pressure on and modify drainage systems as a result of the
service tong of the population. As it is a natural process that takes place beyond human will,
flood events occur more frequency and more intensely, mainly due to the anthropization of the
systems. Boa Vista City, in Roraima State, Brazil, as well as others, was installed over large
hydrographic basins, with structuring processes, mainly, of the drainage systems, not following
its development, with urgency and emergency measures little planned and less efficient, being
routinely applied to flooding events. The city has suffered from flooding for more than 5
decades and little has been achieved in the effectiveness of actions to prevent and mitigate
affected areas and people. In this context, this work aimed to define the pattern of occurrence
of events, classify and delimit the affected areas, and propose a model of use and occupation
around the stretch of the lower Cauamé River, subsidiary to the Branco River. To achieve it,
the actions consisted of obtaining information available on various platforms of free access to
the public, data and research carried out in the region and at the study site, as well as the survey
of local hydrology, acquisition of geographic information, and remote sensing. The zoning
applied in the area was in three decreasing stretch: high, medium, and low, depending on the
area and the associated risk. For confection of occupation model, the indications for uses were
related to the degree of associated risk, as well as the indication of the types of improvements,
structural and non-structural, necessary to the treatment of local reality. We understand that the
carryout of the zoning on the lower Cauamé River, we will provide the government executive
power a tool that will assist in planning, control, and prevention strategies for possible events
that may cause social, economic and environmental damage in this area. This will also
contribute to the management and regulation of resources and with the sustainability of the
water system of the basin. The data were obtained, processed, and simplified in a way to
represent the reality, thus obtaining a framework of relevant information about the hydrography
of the area, enabling us to apply it in free software. The data enabled the making of the flooding
risk map for the Cauamé and Branco systems, thus permitting us to classify the affected areas
and define the use and occupation model on each quota scenario represented in detail. The tools
obtained in this work will be useful to complement of the director plan of the Boa Vista City in
its decision-making in the stretch of the lower Cauamé River, beyond to enabling its application
in others areas of the city. The methodology applied here consequently strengthens the State
policy on water resources, as it can be applied in others municipalities in the State.
