SUMMARY:

The Roraima Water and Sewage Company (CAER) is the company responsible for providing drinking water and sewage treatment for the state of Roraima. In order for the service provided to be maintained effectively and efficiently, users are charged a fee for the use of water and this fee is charged 80% for sewage treatment in regions equipped with public sewerage. However, in order to save on the amounts charged by the concessionaire, some residents install tube wells as an alternative way to supply residential water. In this way, there is a reduction in water consumption rates originating from CAER, and consequently in the sewage rates incurred, but the wastewater generated by residences continues to be dumped into public pipes and treated by the Company, resulting in services being provided and not charged and requiring frequent rate adjustments. In view of this, the main objective of this research is to assess discrepancies in the values charged in residences that have groundwater supply before and after the installation of tube wells. Furthermore, propose a procedure for identifying residences supplied by tubular wells through water consumption. As a method to achieve the objective, a list of properties supplied by tubular wells was acquired from the State Foundation for the Environment and Water Resources of Roraima (FEMARH-RR) and, after selecting the residences for study, the histories of the water consumption of each residence with CAER in order to identify the probable period of installation of the wells and divergence in the amounts collected by the concessionaire. It should be noted that histories of residences that do not have tube wells were also analyzed as a means of comparison. In view of this, in the periods around 2005 to 2023, the result was obtained that, with the universe of 4 samples of residences without a tubular well and 7 samples of residences with a tubular well, there is a discrepancy in the amounts not collected by CAER for treatment sewage cost of around R$ 14,891.19, which comprises only 1.12% of the wells registered and granted by FEMARH-RR, which total 447 properties. Therefore, elucidating that the Roraima Water and Sewage Company has a loss in the service provided. Therefore, this research presents a methodological proposal in order to collaborate with the local concessionaire and suggested alternatives to reduce the discrepancy in their services.
