SUMMARY:

Faced with the numerous challenges imposed on the public service by constant updates to the laws that govern the services provided, it is necessary to improve the sector through the implementation of innovative tools, which aim to provide effective support to the activities performed by civil servants, ensuring more efficient management. and adaptable to legislative changes. In this sense, the main objective of this work is to prepare a Public Tenders manual aimed at continuous services with exclusive dedication of labor, based on law N.14.133 of 2021, at the Federal University of Roraima. Within the scope of the Federal University of Roraima – UFRR, the process for this type of contracting begins with the planning stage, followed by the operational bidding process and concluded with the signing of the contract by the parties involved, always in compliance with the law on bidding and contracts and other pertinent legislation The research proposal was based on observation within the institution, where the researcher is an employee, and due to the lack of standardization of the hiring process that supports employees in carrying out their activities, as it is considered extremely complex and difficult to understand for different users. The methodology adopted was bibliographic and documentary, with a qualitative and descriptive approach based on the Law of Tenders and contracts and other documents with the purpose of exploring the topic; and field research, in which data collection and mapping were carried out at the Dean of Administration (PROAD) and at the UFRR purchasing department with the purpose of verifying the current dynamics with the new bidding law. At the end of the work, an interactive bidding manual was developed with the purpose of offering consolidated and organized guidelines to improve the management of the hiring processes for exclusive labor services at the Federal University of Roraima (UFRR), aiming for greater efficiency.
